Positive Behaviour Support (PBS)
At Empress Support Services, we thrive in the management of challenging behaviours.
Our strength lies in understanding the historic and current contributors to behaviour and addressing these through proactive strategies that improve your quality of life.
We recognise that behaviour does not define who you are. That’s why we take a tailored approach to support you as an individual.
Our team implements the Behaviour Support Plan (BSP) developed by your PBS clinician. We focus on understanding the functions of behaviour and ensure our staff are trained in the principles of positive behaviour support.
We take the implementation of Regulated Restrictive Practices very seriously and always strive to work using the least restrictive option.
At Empress, we identify that most restrictive practices are temporary. We collect evidence to inform decisions, support gradual reduction, and uphold each participant’s rights.
Our reporting, oversight and compliance obligations begin with the Victorian Office of the Senior Practitioner (VSP) and extend to the NDIS Quality and Safeguards Commission.

Child, Youth and Family
Our Child, Youth and Family program is designed to support young people who live with disability, trauma, or who have been placed in out-of-home care under the care of the Secretary because they require protection.
This program is fully funded by the Department of Families, Fairness and Housing (DFFH).
At Empress, we adopt a “no child left behind” approach, ensuring every young person has access to:
- Education and vocational opportunities
- Maintaining ties to land, culture, and family connections (where applicable)
- Capacity building to learn self-regulation and coping strategies
- Building useful skills required for day-to-day living
We strive to make a difference by applying the Positive Behaviour Support framework, helping young people make good choices and live fulfilling lives.
